Propane (LP gas) vs city gas in a Japanese akiya: how to tell, why it costs more, and what to ask (2026)

Short answer: many rural houses and akiya are not on a city gas network, so they use propane (LPガス, often written プロパンガス). Propane is sold by private suppliers at freely set prices, so the monthly bill depends heavily on which company serves the house and on what is bundled into its rates. Treat the gas supplier as a cost you may still be able to influence, but only after you know the contract, who owns the cylinders, meter, piping and water heater, and whether anything must be bought out to switch. This guide shows how to read the listing, how LP gas pricing is built, what changed in the 2024-2025 rules, and what to ask before you buy. It does not quote typical yen-per-month figures, because no reliable official number for a standard house could be verified.

How do I tell which gas a listing uses?

Listing termMeaning
プロパンガス / LPガス / プロパンPropane (LP gas) supplied from cylinders or a bulk tank on the lot
都市ガスCity gas from a pipe network under the street
オール電化All-electric: no gas at all (induction hob, electric or heat-pump water heater)
ガス: 未確認 / 要確認Agent has not verified. Ask in writing
給湯器 (ガス) / エコキュートGas water heater vs. heat-pump water heater

On site, a pair of cylinders in a rack beside the house, or a bulk tank, points to propane. A gas meter on the wall with a street main nearby points to city gas. Do not rely on this alone: ask the agent for the gas company's name and, if the house was recently occupied, a recent bill. What the official sources say

LP gas is regulated mainly under the Act on Securing Safety and Optimizing Transactions of Liquefied Petroleum Gas. Its enforcement regulations were amended in 2024, and the changes took effect in stages. According to the Sapporo City fire department's explanation of the amendment (city.sapporo.jp), the amended rules cover three areas:

A trade-press summary of the same reform (ITmedia, May 2024) also describes the old practice of lending appliances free of charge to win a customer as a main target. Note that these rules are written mainly around rental housing and landlords. A buyer of a detached house is a different situation, and the existing contract may predate the changes. Treat the rules as a reason to ask for a price breakdown, not as a guarantee about any specific bill.

Why LP gas bills can be higher than city gas

City gas is delivered by pipe in built-up areas. LP gas is delivered in cylinders by private suppliers, and its price is set freely by each of them rather than by a common tariff. A typical LP gas bill has two main pieces: a base fee (基本料金) charged every month, and a unit price per cubic metre (従量単価) for what you use. Since April 2025 an equipment line should also appear separately if it applies. Because suppliers choose their own rates, two houses a few kilometres apart can pay clearly different prices for the same gas. Past practice also allowed equipment such as a water heater to be supplied "free", with its cost recovered inside a higher unit price. That is the part the 2024-2025 rules target.

Rural houses often also run on a septic tank, so gas is one of several fixed utility costs. Our septic-tank (jokaso) cost guide covers the other big one.

The 3 things buyers miss

1. Who owns the cylinders, meter, piping and water heater

Confirm who owns the cylinders and meter (usually the supplier, but check the contract). Indoor piping and appliances are less clear. A Japan Fair Trade Commission case note (jftc.go.jp) describes the "free piping" practice, where a supplier pays for piping at construction to secure future supply, and then may claim ownership and demand a buyout when the customer switches. It records that ownership is disputed, that some court rulings deny the supplier ownership, and that the Agency for Natural Resources and Energy's view is that suppliers generally cannot claim ownership of consumption equipment. The note is an old consultation case, so it is context, not a ruling on any particular house. Ask for the contract and an itemised equipment list instead of assuming.

2. A switch can come with a buyout or removal charge

Where a supplier has lent piping or a heater, it may ask for a settlement when you leave. The 2024 rules prohibit unreasonable switching restrictions, but they do not remove the need to read the contract. Ask in writing: is anything lent, what is the amount to leave, and is that amount in the contract?

3. Gas is not the only choice

If the house has no city gas, the options are LP gas, all-electric (a heat-pump water heater plus induction hob), or a mix. Which is cheaper depends on local electricity rates, your usage, and the age and insulation of the house. Converting means upfront equipment and installation cost, and electrical capacity at the house may need checking. Get quotes for the actual house rather than relying on averages.

None of these are quoted prices. For a market-wide reference, look for the current LP gas retail price statistics from METI/ANRE rather than a number copied into an article.

FAQ

How can I tell if a Japanese house uses propane or city gas?

Check the equipment section for プロパンガス/LPガス or 都市ガス, look for a cylinder rack outside, and ask the agent for the gas company name and a recent bill. If the listing is silent, ask in writing and confirm with the gas company.

Why is propane gas more expensive than city gas in Japan?

LP gas prices are set freely by each supplier, bills combine a base fee and a per-m3 unit price, and equipment costs were sometimes recovered through the gas price. The 2024-2025 rules aim to make the breakdown visible. Compare the actual rates for the specific house.

Can I switch LP gas suppliers after buying an akiya?

Often yes, but it depends on the existing contract and who owns the cylinders, meter, piping and water heater. A buyout or removal charge may be requested, so ask for the contract and an equipment list before purchase and confirm the details with the gas company or a professional.
