Application is made to the destination city, and a buyer arriving from overseas would not meet the origin condition as written. The page references programme years from 2024 to 2026, so confirm the current year with the city.
For renovation and demolition subsidies, the prefecture's pages did not give amounts; the prefecture lists a subsidy system for removing specified dangerous vacant houses, and other support is municipal. Ask each town whether the house must be registered on the akiya bank and whether you must live there.
