Short answer: Okinawa is the one prefecture on this list whose official relocation pages offer an English option, but the akiya itself is handled in Japanese, town by town and island by island. The prefecture's relocation site, Okinawa Shimagurashi (おきなわ島ぐらし), points to akiya banks and municipal housing subsidies; you then search the town's page with 空き家バンク, 売買 (sale) and 賃貸 (rental). The relocation fund is limited to five municipalities in fiscal 2026. The hazards that set Okinawa apart are typhoons, tsunami, and a land-purchase notification rule that applies in designated areas near important facilities and on border islands.
The prefecture's relocation portal. Okinawa Shimagurashi is the prefecture's official relocation site, run by the Regional and Remote Islands Division of the Planning Department. Its housing page covers the akiya bank, a "rent first" approach (rent before you buy), property search tools and the housing subsidies that differ by municipality. The prefecture's own relocation page offers a language selection that includes English, Simplified and Traditional Chinese, Korean and Spanish, and also lists a consultation service. That is a real advantage, but note that it applies to the prefecture's general pages; the pages that hold akiya conditions are generally the municipalities'.
Municipal akiya banks. On a prefecture made of one large island with small towns and many remote islands, each municipality (Nago, Uruma, Miyakojima, Ishigaki and so on) holds its own information, and the Okinawa Shimagurashi site has a page for each municipality. Many akiya banks exist to move residents in, so conditions about residence and neighbourhood participation are common; read them as described in our akiya bank conditions guide.
National banks. At Home and LIFULL HOME'S run national akiya banks that include participating Okinawa municipalities. Because Okinawa has few participating towns relative to its population, you may find that the realtor-listed used houses far outnumber the bank listings.
The prefecture's relocation support fund page lists ¥1,000,000 for a family of two or more, ¥600,000 for a single applicant and up to ¥1,000,000 more per dependant under 18. You must have lived in Tokyo's 23 wards for at least five of the ten years before moving (or commuted there from the non-disadvantaged parts of the Tokyo area), including one continuous year immediately before the move, and either work for a registered company for at least 20 hours a week on a permanent contract, take part in a specialist matching programme, or telework for your existing employer for at least 20 hours a week. Applications go to the destination municipality within a year of the move. The fund is repaid in full if you leave within three years, and by half between three and five years, with hardship exceptions.
The detail that matters most is the list of destinations. For fiscal 2026 the prefecture lists only Ishigaki City, Kunigami Village, Higashi Village, Motobu Town and Ie Village. The Cabinet Office describes the national framework in its relocation support page. Neither page mentions foreign nationals, and a buyer moving from overseas would not meet the Tokyo-origin condition as written. Housing subsidies for renovating or buying an akiya are set by municipalities, and the prefecture's relocation site says they vary; none of the pages reviewed gave a prefecture-wide figure, so ask the town.

An "approach" means the typhoon's centre comes within 300 km of a weather station, as the JMA's Okinawa approach statistics page explains. Typhoon exposure is therefore a standing condition of ownership, and these are practical questions for any house: What are the walls and roof made of, and in what condition? Are there storm shutters or reinforced windows? How is rooftop equipment such as water tanks and solar water heaters fixed down? Is there a repair history after past typhoons? If the house is reinforced concrete, ask for an inspection for rusting reinforcement and cracked, spalling concrete, which is the sort of damage that salty sea air can accelerate; if it is timber, ask for a termite inspection report. Neither point is in an official source reviewed here, so treat them as inspection questions rather than findings, and see the home inspection guide for how a building inspection is arranged.
In March 2015 Okinawa Prefecture set its tsunami inundation assumption under the Tsunami Disaster Prevention and Community Building Act. It describes inundation areas and depths for a maximum-class tsunami and covers the whole coastline in two regions, the main island and the Miyako and Yaeyama islands, with detailed municipal maps in PDF. The prefecture stresses that the maximum class is based on current science and does not mean a larger tsunami cannot occur, that the maps use a 10-metre mesh that may miss small topographic features, and that the purpose is to support evacuation planning rather than to predict actual damage. For a low coastal lot, read the map sheet for the town and compare it with the national layer (hazard map guide), then work out the walking route to high ground.
Okinawa's page on checking landslide warning zones gives three routes: the five regional civil engineering offices (Northern, Central, Southern, Miyako and Yaeyama) that keep the designation documents, the Okinawa Map Information System, and the public notices in the prefectural gazette. The prefecture warns that the online map may lag and is for rough checks only. Official confirmation is at the municipality or the civil engineering office. Under the Important Land Survey Act, the Cabinet Office designates special attention areas around important facilities (roughly within 1,000 metres) and on border islands. In such an area, a sale or other transfer of land of 200 square metres or more, or of a building with total floor area of 200 square metres or more, requires both seller and buyer to notify the Prime Minister before the contract. The pages reviewed do not make the duty depend on nationality. Whether a given Okinawa lot is covered depends on where it is, so ask the agent to check at the start, because it affects the timing of the contract.
