Short answer: Yamaguchi's prefectural akiya portal sends house-hunters to a gateway of municipal banks, Sunde minai ne! Butchiee Yamaguchi, and to the national At Home and LIFULL HOME'S banks. The content is in Japanese, so search with browser translation and the words 空き家バンク, 売買 and 賃貸; the prefecture's portal header does carry an "Other Languages" link. Vacant houses are common (19.4 percent of the stock in 2023). Relocation money has two tiers, and the smaller one reaches beyond Tokyo. The hazard Yamaguchi is best known for is landslide and debris flow, as in Hofu in July 2009.
The prefectural portal. The Housing Division's akiya portal (083-933-3883) lists consultation windows, seminars and free consultation sessions, links to housing subsidy searches, reuse videos, information on home inspection and warranty insurance, and akiya bank information. A page of akiya bank contact windows gives the department and phone number for each municipality that runs a bank.
The municipal gateway. Sunde minai ne! Butchiee Yamaguchi is run by the prefecture's Regional Development Promotion Division. Its akiya bank page asks you to click the municipality you want, groups the municipalities into areas (Iwakuni, Yanai, Shunan, Yamaguchi and Hofu, Ube and Sanyo-Onoda, Shimonoseki, Nagato and Hagi), and links to the At Home and LIFULL HOME'S akiya banks. The prefecture's page puts the number of municipalities with bank contact windows at 19.
The scale. The prefecture's vacancy page reports from the 2023 Housing and Land Survey that Yamaguchi had 140,700 vacant houses, a vacancy rate of 19.4 percent, ranking 8th among prefectures and up from 17.6 percent in 2013, against 13.8 percent nationally. A high vacancy rate means choice, but also many houses nobody has looked at in years.

Read the road frontage (接道), land category and the heating and water arrangements on every listing, and use the kanji red-flag guide. The agent question list is Japanese ready to paste.
The prefecture's relocation support page (updated 21 April 2026) describes two categories. Category A pays ¥1,000,000 for a household of two or more and ¥600,000 for a single person, plus ¥1,000,000 per child under 18. It requires five or more of the previous ten years in the Tokyo 23 wards or the non-disadvantaged Tokyo area, and at least one continuous year immediately before the move in those areas, with commuting to the 23 wards as an employee or sole proprietor where relevant (the national framework is on the Cabinet Office page). Category B pays ¥500,000 for a household and ¥300,000 for a single person, plus ¥500,000 per child, and its origin list is wider: the Tokyo area, Aichi, Kyoto, Osaka, Hyogo, Hiroshima or Fukuoka, with the same five-of-ten-years and one-year logic. Employment through the Yamaguchi Job Navi (20 hours a week or more, permanent), a five-year intention to stay, and an application within a year of moving are required. The page lists contact departments for the municipalities.
The page did not mention nationality or residence status, and a buyer arriving from overseas would not meet either origin list as written. Ask the destination town in writing. For renovation money, the portal links to housing subsidy search sites run by the Yamaguchi housing promotion councils; amounts depend on the municipality.

Check an address on the prefecture's landslide portal map, then read the hazard map guide and, for a slope lot, the retaining wall guide. A lot outside any zone is not guaranteed safe.
The Cabinet Office's white paper account of the July 2009 heavy rain in the Chugoku and northern Kyushu regions records, for Hofu, 72.5 mm of rain in one hour and 275.0 mm in 24 hours. It says debris flows killed 22 people in Hofu, at a special nursing home and near National Route 262 among other places, and that the disaster as a whole left 35 dead and 59 injured. For a valley or hillside akiya, ask whether the house or lot was affected by past rain, where the water goes in a downpour, and who maintains any drainage, culvert or retaining wall (see also the inspection guide).
The Japan Meteorological Agency's 1991 to 2020 normals count 3.0 typhoon approaches a year for the Chugoku region, against 5.8 for the Japanese mainland (JMA). Treat roof, windows and drainage as normal inspection items.
